Boulder County launches pilot program for mobile home communities

The county commissioners allocated $400,000 of American Rescue Plan Act, or ARPA, dollars to the pilot program.

Boulder County announced on Monday that it is launching a pilot program to repair and rehabilitate Columbine Mobile Home Park and Orchard Grove Mobile Home Park in Boulder.

The new program is designed to gather information on the needs of Boulder County’s mobile home communities. The Mobile Home Communities Program will look at ways to support individual households and understand repair needs. The types of repairs considered include energy efficiency, health and safety, accessibility issues and general repairs. 

The county commissioners allocated $400,000 of American Rescue Plan Act, or ARPA, dollars to the pilot program.

“We started with Columbine and Orchard Grove, because those are two communities where we’ve identified the greatest need,” said Francisco Padilla, manager of the Boulder County Mobile Home Communities Program. “These parks are home to some of our lowest income residents and have units that are in need of extensive repairs.” 

The program grew from survey data collected in 2023 in mobile home parks in Longmont and Lafayette. Nearly all respondents of the survey reported that their homes required multiple repairs.  

The survey results will be coupled with data gathered from the pilot program to design future mobile home repair programs and improve mobile home park living conditions.
